AA) GENERAL

1. The guidelines mentioned in this chapter are in accordance with IMO Resolution MEPC.187 (59) and MEPC.1/Circ.736/Rev.2 dated 06 October 2011

2. This guidance only includes sections C to I.

3. Operations should be recorded in chronological order as they have been executed on board.

4. Dates should be entered in dd-MMM-yyyy format, e.g., 19-DEC-2010.

5. It is prohibited to make entries in ORB with Pens with erasers i.e. erasable Pens.

6. Incineration or landing ashore of oily garbage and used filters should be recorded in the Garbage Record Book only. Additionally, on Panama Flag Vessels, for every use of incinerator an entry must be made in the ORB Part III.

7. All Entries are to be made and signed by the Officer or Officers in charge of the operations concerned & Chief Engineer and each completed page shall be signed by the master of the ship.

8. Do not leave any full lines empty between successive entries.

9. If a wrong entry has been recorded in the Oil Record Book (ORB), it should immediately be struck through with a single line in such a way that the wrong entry is still legible. The wrong entry should be signed and dated, with the new corrected entry following.

10. Tank nomenclature should be recorded as per the format noted within the International Oil Pollution Prevention Certificate (IOPPC).

11. Ships which are equipped with OCM on which the date and time can be adjusted (like FOCAS1800) they must adjust the date of OCM to GMT.

12. Before every OWS operation 15PPM Alarm functioning to be tested with three-way valve operation.

BB) DEFINITIONS

1. Oil residue (sludge): means the residual waste oil products generated during the normal operation of a ship such as those resulting from the purification of fuel or lubricating oil for main or auxiliary machinery, separated waste oil from oil filtering equipment, waste oil collected in drip trays, and waste hydraulic and lubricating oils.

2. Oil residue (sludge) tank: means a tank which holds oil residue (sludge) from which sludge may be disposed directly through the standard discharge connection or any other approved means of disposal.

3. Oily bilge water: means water which may be contaminated by oil resulting from things such as leakage or maintenance work in machinery spaces. Any liquid entering the bilge system including bilge wells, bilge piping, tank top or bilge holding tanks is considered oily bilge water.

4. Oily bilge water holding tank: means a tank collecting oily bilge water prior to its discharge, transfer or disposal.

5. Designation: means identification of tank like No.1, No.2, Port /Stbd/ Centre or Fwd/Aft.

6. Tank: means name of tank as entered in IOPP Certificate of the vessel.

CC) Entry Examples for Oil Record Book

The following sample entries for the Oil Record Book. These examples have been provided to assist the Engine Crew in making the correct entry format and designation for various Oily Water & Sludge Handling Transfers that they perform during normal operations aboard their vessels.

The applicable latest codes and item number must be used from guidance provided in ORB.

1) Transfer of Bilge Water from Bilge Well(s) to Bilge Tank
